The FAQ for the boardgame has a specific paragraph on this personal quest, number 532. "Two other characters have to actually retire in the presence of the character with the PQ - he has to be at Gloomhaven when they do." So I believe the intent is that your class with PQ 532 must be with the party, return to Gloomhaven and witness the retirement.
