The wording there is pretty strange since every scenario ends with a 'conclusion', but here it means follow the quest line to conclusion. Funny enough, my personal quest was to kill 15 Vermlings and the first scenario we played had a bunch of Vermlings in it and I managed to kill 16 in the scenario, so as soon as I replayed LB. I'd have to retire them again, but I just did the rewards and grabbed a new Life Goal and kept my character. LB is a beast. To add more detail, the scenario that put 13 on the map also put 14 -> 7 on the map as an alternative, and it's still available to you. Thank you!
