The actual minimum shock for a lightning hit with shaper of storms is 18% = 15% + 0.2 * 15%. Since all your shocks are minimum 18%, you don't need to scale shock as if dealing more damage or w/e, you just need to land the smallest shock possible. There's an easy ~150-200% shock effect on the tree without even trying.
